I think more appropriate answer is B. There can not be any communication without the Sender and Receiver.
Sender and Receiver are only part of the answer. A is the only correct choice for this question because it is complete.
So is the correct answer B or D ???

The best answer would be ‘D’ if it included noise. Answer ‘A’ is missing the sender and receiver, whereas ‘B’ is missing encode, decode and noise. Answer ‘C’ is not relevant.
