B. Develop Project Charter, Develop Preliminary Scope Statement
C. Develop Project Management Plan, Identify Stakeholders
D. Develop Project Management Plan, Plan Communications, Identify Stakeholders

Isn’t Choice B also correct? My study guide shows that Develop Preliminary Scope Statement is also in the Initiating Process.
You must have an old version since Develop Preliminary Scope Statement isn’t even a process anymore.
Nonetheless, there are only two processes in the Initiating process group, Develop Project Charter and Identify Stakeholders. See page 43 of the PMBOK (4th edition).
